Barangay Watchman Indicted for Animal Cruelty

MANILA, Philippines — The barangay watchman accused of brutally killing a three-year-old Labrador-Golden Retriever in Bato, Camarines Sur, has been formally indicted for animal cruelty, according to an animal welfare group.
In a three-page resolution, Prosecutor Wilhenry Villar of the Provincial Prosecution Service-Iriga City ruled that there was sufficient evidence to charge Anthony Solares, a barangay tanod, under Republic Act 8485, also known as the Animal Welfare Act.
“This indictment means that the case is now officially People of the Philippines vs. Anthony Solares, and the legal process will soon move forward,” the Philippine Animal Welfare Society (PAWS) announced on their Facebook page.

In his resolution, Prosecutor Villar referenced an 1855 legal argument made by American lawyer George Vest, who famously stated that when someone kills a dog, they are not just ending the life of a pet—they are taking away a beloved family member.
